AND TECHNOLOGY DURING THE CHRISTMAS PERIOD OF 202 I
AND NEW YEAR 2022 DURING THE PANDEMIC
CORONA VIRUS DISEASE 2019 (COVID-19)

Following up on the Circular Letter of the Secretary General of the Ministry of Education, Culture, Research and Technology Number 31 of 2021 concerning Restrictions on Traveling Outside the Region and / or Leave for State Civil Apparatus Employees during the Christmas 2021 and New Year 2022 Periods during the Pandemic. Corona Virus Disease 2019the following matters are hereby submitted:

  1. Employees of the Ministry of Education, Culture, Research, and Technology are prohibited from traveling outside the region and/or going home during the period of Christmas 2021 and New Year 2022, namely from 24 December 2021 to 2 January 2022.
  2. The prohibition of traveling outside the region as referred to in number 1 is exempted for:
  3. Employees who live and work in an agglomeration area who will carry out official duties in the office (Work From Office / BDK);
    • Employees who travel outside the region in the context of carrying out official duties who have obtained a letter of assignment signed by at least the Primary High Leadership Official or the Head of the Work Unit Office; or
    • Employees who in a situation of necessity need to travel outside the region by first obtaining written permission from the Primary High Leadership Official or Head of the Work Unit Office.
  4. Employees who will carry out activities traveling outside the area as referred to in number 2 should always pay attention and comply:
    • Risk zoning map for the spread of Covid-l9 as determined by the Covid- 19 Handling Task Force;
    • Regulations and/or policies regarding restrictions on the entry and exit of people set by the Regional Government of the origin and destination of travel;
    • Policy on the Enforcement of Restrictions on Community Activities stipulated by the Minister of Home Affairs;
    • Travel criteria, requirements, and protocols established by the Ministry of Transportation and the Covid-19 Handling Task Force;
    • Health protocols established by the Ministry of Health; and
    • Users of the Pedulilindungi platform.
  5. The Minister or the Official Authorized to Grant Leave shall not grant leave for employees during the period of Christmas 2021 and New Year 2022 as referred to in point 1.
  6. Exempted from the provisions as referred to in point 4, leave permission may be granted for:
  7. Civil servants for maternity leave and/or sick leave and/or leave for important reasons; and
  8. Government Employees with Employment Agreements for maternity leave and/or sick leave.
  9. The granting of leave as referred to in number 5 is carried out accountably in accordance with the requirements stipulated in Government Regulation Number 11 of 2017 concerning Management of Civil Servants as amended by Government Regulation Number 17 of 2020 concerning Amendments to Government Regulation Number 11 of 2017 concerning Management of Civil Servants, and Government Regulation Number 49 of 2018 concerning Management of Government Employees with Work Agreements.
  10. Employees who violate the provisions in this circular will be given disciplinary punishment as stipulated in Government Regulation Number 94 of 2021 concerning Civil Servant Discipline and Government Regulation Number 49 of 2018 concerning Management of Government Employees with Work Agreements.
  11. The head of the work unit shall report the implementation of this circular letter to the Secretary General u.p. Head of Human Resources Bureau no later than 2 (two) working days as of the end of the 2021 Christmas and 2022 New Year's Day period as referred to in point 1.

Thus this circular letter is submitted for attention and implementation as appropriate.
